As far as I can tell, there was no such vision - rather some ex-Broadcom employees saw a chance to make a profit from an emerging market demand for SBC's coinciding with very cheap SBC manufacturing available (at scale), so they produced an extremely proprietary SBC very cheaply and sold such for a high markup.
Currently raspberry Pi's are proprietary broadcom garbage, controlled by proprietary software running on the GPU (which utilizes ThreadX) - here's hoping the LibrePi project fixes that.
