If secession were a viable option, I imagine one would have to have a good understanding why it didn’t work for the Confederacy, and shore up all those holes where applicable.
By my best estimates it’s off the table. What seems more likely is an evolutionary process, wherein regional power units emerge from amongst general decay. As this is an enormously complex process, it’s practically impossible to predict the details.
