    Black Houston, Texas police chief Troy Finner has officially resigned after officials found more than 264,000 incident reports have never been investigated.

    The news comes amid a reported decrease in violent crime in Houston, which includes a 24% decline in homicides. Chief Finner's mishandling of the department likely means these numbers are far higher.
