When I want to update GNUboot, I just run flashrom.

Most UEFI's can be updated just fine without windows (via the UEFI settings and sometimes a DOS executable that runs under a FreeDOS (useful for flashing at least an ME-cleaned BIOS image when the BIOS installer refuses to install modified images - although I use a fully free server now)), so I'm not sure where the "needing windows" came from.
