It always has been a thing. I think it used to be used correctly then too, petite meaning almost child-sized. My sister is 93 lbs and barely 5', she can still wear children's sized clothes, despite being fully mature and almost 30 and has to shop in petites because she is too small for regular womens clothes (legs and arms too short)
