The additional problem is that he's suggesting you start arresting everyone on the local level.
Sure, it's easier to pull off, but by the time you get to the root (which is by far the hardest to reach), everything at all the lower levels would already have been replaced by the same puppets in different bodies basically.

So I will still stand by what I said; disobedience is the only real solution.
