This isn't sustainable. The "easiest" (aka the lowest cost way for the US to help) would be lifting sanctions on Cuba, relinquishing its control of the DR's government (and since we're here, leaving PR completely, providing them with a payout from the time of their trade from Spain to the US to focus on autonomy projects and a suite of other things other PR folks can tell you about).
It's almost always the same thing - people wanting the damage done centuries ago to be acknowledged (it's not), atoned for in some capacity (African representation in the White House for the country that accelerated this isn't it).
But for now, America and the West copies England's old(!) play book of _exporting_ these things so they can make a false claim like being the first to "abolish slavery" (abolishment by law and not in society is not a just abolishment at all).
