they kind of do. the dopamine/serotonin cycle is a thing. and then you have anxiety that forms when there isn't a seretonin reward after a lot of anticipation/work for the goal.

though yes most of the RL code i see is not using hebbian learning. Numenta was doing that, but they seem to be off selling standard ML networks now instead.
