It lists the Lesser GPL in the license list, but the release doesn't seem to meet the requirements of any version the lesser GPL.
Checking the list of dll's, I can't seem to see any LGPL'd libraries;

DLL Name: MSVCP120.dll
DLL Name: MSVCR120.dll
DLL Name: KERNEL32.dll
I reckon then either a LGPL'd library isn't being used, or the developer needs to provide object files, allowing the user the freedom to modify the LGPL'd libraries and relink the software.
