The only difference between a civilian and a citizen was the right to vote. All other civil liberties were exactly the same. And active military could not vote and had no say against the civilian government because the right to vote was restricted to anyone who performed service regardless of if that service was military or not. He even explicitly stated that a retard who volunteered to be injected with diseases/vaccines earned that right to vote.
Forget the film.
Read the novel of "Starship Troopers".
