it literally does not care what environment you put it in. it's the potato of operating systems. it'll work on anything as long as the kernel has hardware support for the things you need
windows 11 wants to be on an internal disk, it wants a TPM, it wants a specific set of CPUs, it wants secure boot, and the end user has to fulfill all this unless they want to install windows 10, use some black magic like rufus to install windows to a USB disk, or just know the registry keys they need to make off the top of their head to get around the windows 11 hardware restrictions
