Porkbun did fit the bill before, at least until they shoehorned ID confirmation when trying to fill account with crypto. My old account doesn't have the restriction yet, but the new one I tried making does. I'd bake a fake passport scan of some irrelevant eastern euro country and that would probably pass their filters, but I was too lazy for that.
