I don't agree. It shouldn't be treated as terrorist alarmism, but I see nothing wrong with legally codifying reasonable pro-social behaviours and appropriate consequences for violating them. Don't taze and tackle people saying "hi" to their pal 'Jack', but also don't use irony as an excuse to be an ass.
