There will be no civil war. Biden can't do anything. The federal government is at one of its weakest points in history. No one is going to draw guns on Texas or any other state, so they're free to do what they want, including ignoring courts. The states are just starting to realize this, and on both sides. The blow back for sending in troops to enforce federal law, asssuming that the president could get congress' approval and overcome posse comitatus, would be political suicide.
