The federal government doesn't even have the power to enforce a national lockdown, unless it declared a national emergency and sent in the national guard to enforce it.

Biden is off the hook but only because he wasn't president so how he would handle it and what the reaction would be is 100% speculation.

Nevertheless Trump got the vaccine out the door in record time. Either the President has no impact on that (lol) and nobody else as president could take credit for that either or he did at least one very impressive thing.
