The irony was that the 14th was designed to prevent southern states from refusing blacks that had been slaves from voting. In response they made the tests you had to pass in order to vote.

So in that sense, importing millions of illiterate invaders is exactly what the 14th meant in spirit. But we are way way way far from having that conversation.
