This is the first time I hear about a literal and intentional 1-year cycle, but Ericsson had a recurring pattern where they would hire people for a few years, then discover they needed to cut back 10%, then key staff would gradually come back as contractors at twice the cost. They they would hire more staff until another 10% cut, repeat.
