For us, and despite laws like ICWA, child removal in particular remains a prevalent tool for state governments to take American Indian children who are then provided to for-profit adoption agencies to sell to (often out of state) white families. This issue was the dominant one our tribal government had to deal with. The US takes immigrant children at the border, too.
