phiofx@edwiebe @modacitylife e-bikes can help with hills just fine. Some variation of bi/tricycle can solve urban mobility for any age or terrain.
The main real issue is bad weather. Getting into rainproof gear is a hassle, rain will catch you unprepared and in any case nothing is particularly effective.
Anybody solving this would deserve a standing ovation by a grateful and relieved biosphere.
