Time will tell, but if I were Meta, "conditional Federation" is the LAST thing I would waste my time on for the 20,000 individual fediverse servers and growing. And I cannot imagine any server-specific thing admins would need to do to be "compliant with" or in any sense any way we even could "adopt" Meta's security systems. Nor would we. Again we will see, but this seems highly unlikely to my eyes.
