    Iceland's regulator argues what is happening here is "Double Claiming", not "Double Counting", and that's allowed by their interpretation of the rules. AIB seems to accept that. This severely questions the usefulness and legitimacy of green electricity certificates and pretty much all green electricity tariffs in Europe.       The Trouble with European Green Electricity Certificates
      from Hanno Böck
      Electricity companies from Iceland and Norway sell green electricity certificates (Guarantees of Origin) while their customers advertise using the same renewable energy. After a temporary ban on certificate exports from Iceland, the responsible Association of Issuing Bodies (AIB) has permanently lifted that ban and does not plan any further action.
