That range is great for extracting heat from (winter) or dumping heat into (A/C). Compared to pure electric heat, which is ≈100% efficient, heat pumps can move 4-7x the amount of heat per watt. If you've ever used air conditioning at night after the outside temperature dropped below the inside temp, you know how quickly it works. Similar concept but all year round.
