With the GPLv3, the friend is not required to accept anything to receive a copy of the software, per the GPLv3; "You are not required to accept this License in order to receive or run a copy of the Program."
The one conveying has a number of options to convey the software that ensures the software remains free.
If you plan to merely lend your computer to a friend which has GPLv3 software on it, in most countries, such a short term loan has no restrictions by copyright.
Meanwhile, all BSD licenses require agreement to the license terms merely to use the software so they aren't "sure thing buggy".
For example, the BSD 2-clause has;
"Redistribution and use in source and binary forms, with or without modification, are permitted *****provided that the following conditions are met*****:"
I don't get why people make license memes without at least reading a single license or license FAQ first.
