As ever, you can't solve social problems with technology. But, you can sometimes make them solveable. If I was designing the affordances for this specific situation, I would have 2 things.

1. The ability to offer and accept alt text. So instead of being alt text cops, the people with strong alt text opinions can just write it, and the OP can click 1 button to apply it.
