I have heard this described by Brian Suits as something like Paris. He was discussing Tehran at the time, you remember the protests, and said that Tehran is to the rest of Iran what Paris is to the rest of France, so if you want to put down some unrest in Tehran, you just bring in people from anywhere besides Tehran and they're happy to club people over the head. So he mentioned Austin as an example of this, but you can see it anywhere: I think most of my home state would be glad to see San Francisco gone.
