Turns out, also absolutely unsurprisingly, these two populations of users wanted *very* different features, and had quite different problems.
One of the ways LJ/ЖЖ threaded that needle was to make some features literally contingent upon the character set a user picked. LiveJournal literally had "Cyrillic features": features that had nothing to do with the character set itself, but that only turned on for an account if it elected that character set.
