Internet surveillance is not watching you, most of the time, it is gathering, collecting, collating, curating, and storing "you," along with the other yous. If you attract attention, of a person, agency, corporation, and other entity, or the algorithm kicks you out of the swarm, and tags you for attention, then someone or something starts watching. This could be an individual troll, a company, or law enforcement, etc. Then you will be found in the data.
