I keep /usr/bin for base system programs, and /usr/local for add-on packages. I normally use /usr/local/scripts for "stuff I've patched together that keep this host running and other detritus."
Gradually, "add-on unpackaged tidbits installed via git" have crept into /usr/local/scripts.
