It's relative to an arbitrary start date. You can say the American Indians, the natural population, was being replaced by people they couldn't defend again.

In the case of Mandatory Palestine, after 1947, the natural population of Sephardic Jews and Arabs were being replace by a massive illegal immigration/diaspora of Ashkenazis from the US and Europe. The actual ethnicity of the people didn't matter; the culture was being replaced.
