No, he wants YOU to be angry enough to 'not stand for it anymore, and do something'. On that note, the way Trump talks about immigrants is satanic. They are diseased, mental-patients, rapists, murderers, and it's 'sad', and 'a big problem', like exterminating rats, or cockroaches. Trump knows what he's doing.
