I think that this is true, in far more ways than anyone realizes.
The idea that you can “run government like a business” is the dumbest idea in modern political thought, and it’s not close. You might as well be saying you can fly a submarine like an airplane, because they’re kinda the same shape.
In mature orgs the opposite should be true; they should act as though their users are a constituency whose lives, rights and safety are too important to move fast and break.
