Eventually they will come for you and they will have little stopping them because you would be a local. However it is the easier option to set up and ultimately the territories are unwanted and forgotten, you'll see a megapolis in rural Manitoba before you see one up there. It's a gamble, but it can work.
Enclaves in other places give you an air of mystique and outsiders, when played correctly, are allowed way more flexibility than locals. The exoticism you bring tends to open many doors. It's the harder of the two options, but the more adventurous.
Definitely buy extra passports or acquire them in any way possible.
Mobility is key in the age of death.
Which brings us to the next option - being a nomad until things settle and fall into place and you are able to make the right choice on where to bunker down. This obviously comes with its own difficulties and challenges.
Personally I am of the mind to set up safehouses all over the world and see which way the wind blows before fully committing one way or another
