@georgia local governments would rather mandate millions of dollars on installing, checking, and maintaining emergency equipment to help you *after* you get a heart attack, but they won't spend much less money on puttng cats everywhere so that people pet them and calm down and have lower blood pressure and healthier arteries and don't need the emergency equipment.
