You could use payphones then. Or maybe an antique phone that works even if it's not connected.

I guess what I mean is, in most stories set today, you have to explain why the phone doesn't work. It magically lost signal, in a building that gets poor reception, the batteries died, the person didn't answer their phone. It was bad with home phones (the cord always gets cut), and now it's really bad with cell phones.
