Yeah, my impression that the No vote is being driven by the fact that we all know this is the first step to a treaty and reparations and the majority want to nip that shit in the bud.

Of course, I wouldn't be surprised if they simply legislate a treaty once the voice gets voted down. They're not going to take no for an answer.
