Oh, I see your point now.
The problem is that, even though parties still can agree on the facts, in contrast to the US, it is not a bipartisan system. There are many parties and most if the time, there are coalition governments.
When you have a very progressive green party and a, arguably, (economically) neo-liberal FDP I the federal government, you can imagine the almost palpable tension of agreeing on solutions.
In short: less talking, more doing is of the essence IMO.
