Jeremy Bentham's 1812 paper "Pauper management improved: particularly by means of an application of the Panopticon principle of construction" is something extra even by Benthamian standards. I mean it is so hard not to use the anarchronistic label of "fascism".
It is not widely quoted but can be found in his collected works, band 8: https://oll.libertyfund.org/title/bowring-the-works-of-jeremy-bentham-vol-8
