They'll set up an LLC, get the subsidy, take out loans based on future subsidies and then hoover out all the money while they try to sucker some local power utility into taking over the farm (typically by bribing an executive).
This is big business down in the Rio Grande valley, where you have thousands of acres of solar farms that have long been stripped clean by scavengers that are still on the books of some regional power company with 20-more years expected service life. Nobody cares since everyone gets paid.
