The cop-out answer I get from Republicans I talk to with respect to things like abortion, trans medical care, etc. is "let the states decide and then people can move to states that have the policies they like." Ignore the huge civil rights issue or that Republicans are trying to attack this at the federal level too. As we see they also are trying to reach their tentacles into people's behaviors out of state even from solely their state policies. Their "states' rights" messaging is BS as usual.
