It only concerns discussion of sexual acts and STDs, how all materials have to be available to parents, approved by committee, who's responsible for the material, that chosen material must be chosen and reviewed by qualified individuals, that materials not include any pornography or graphic descriptions of sexual acts, that all material must acknowledge male and female, be age appropriate, factual and up-to-date.

Not one single word in the entire document that mentions anything about not teaching puberty or any grade level restrictions, and that all material must be true and age appropriate.
