Pretty much, the proprietary software that handles power management on laptops is only designed to actually operate and limit power consumption to the maximum extent possible when windows is running.
When you're running systemd/Linux, such proprietary software decides to not work and the laptop runs at full speed (although Linux does *some* throttling), thus using more power.
