It's different if you're targeting individuals for individually committed crimes.

But they do choose whether they want to punish the whole of said demographics for the supposed crimes of some of it's members. Unless of course, you want to sacrifice the entire white race because a bunch of assholes sailed around the ocean and oppressed/attacked some brown people.
