Pissant/piss ant is just a generic insult that I think is funny. I've never heard anyone use it except my bf. And he jokingly called someone (I think just an AI in a game) a "trash ass piss ant" And I thought it was a good insult and it made me laugh really hard because I couldn't say it aloud easily but he just said it off the top of his head
