Implementing these protocols will just make it easier for users to behave nice. Sure not all software will implement these things. So what? Does that mean none of us should? I don't see why not. Maybe its because I've seen how the 'standards' evolved on the web since I began programming it in 1994, but standards evolved out of attempts to unify competing implementations, not the other way around. Sometimes things need to be implemented first, as a proof of concept, and to demonstrate what is being attempted. Yes it can be a messy approach, but getting everyone to agree on it all before hand may mean it never gets done.
