It is occupied by many government agencies, including several courts and judiciary agencies. Just down the street away from the camera is the Hakirya Military Base. You can see the rectangular dual towers of the General Staff building in the very background of the photo. In other words, the crowd is massed at the center of government and military power in Tel Aviv.
