@don Coins with transparent history of transactions are not fungible. Some coins are "clean" (if they originate from KYC'd address), everything else is "dirty".
There are studies showing that Lightning Network is traceable. I don't know whether it's true or not, but LN can't exist without the base layer and therefore it inherits all its security issues
