There is no oversight or anything to fix - it's working as intended.
m$ makes it mildly difficult to unauthorized copy windows, so it looks like they don't want you doing so.
They don't mind if you pay for it or not - they're always glad to get another sucker, being even more of a sucker that you pay is just a nice bonus.
Windows is plenty profitable over the long term for m$ for every user, as it is very advanced malware with extensive spyware features built, so m$ can sell a record of everything you do on your (actually their) computer to the right buyer.
Decades ago, businesses in China were computerizing a lot of things and there was a choice between GNU/Linux or windows, but many decided on windows, as it was more convenient in the short term and they could get it gratis: https://money.cnn.com/magazines/fortune/fortune_archive/2007/07/23/100134488/index.htm?postversion=2007070910
After a few years, m$ triggered a killswitch in their malware (which is mostly nagging functionality), as it was time for the suckers to pay.
