I don't understand drivers who only use turn signals when they are seen by other cars.

Like why would you even give yourself the extra mental task of deciding whether the signal is necessary? Just use it. Save the mental work, add less physical work than swiping on your phone, improve safety, be a good example, and maybe let that pedestrian over there know that you aren't crossing paths.
