They wouldn't be nearly as expensive if the government wasn't buying all of them. There was a guy a couple years back during the ammo shortage who was tracking this sort of thing and said it wasn't that the ammo makers had slowed down making bullets, just the government was buying them all. I don't know if he was for real but it seemed plausible.
