NatlSecCnslrs@mmasnick @kathryntewson ODNI did the same thing (though not in litigation). Agencies started doing something obnoxious that wasn't authorized under the governing Intelligence Community Directive and a bunch of us complained, so ODNI issued a new ICD authorizing the obnoxious thing.
